It doesn't look like a DoS attack. It looks like they were changing the layout of the forum... again. Now, the "best answer" button is a big green icon. The badges moved, they are on top next to the user name now. They also apparently removed the ability to add pictures, hyperlinks, emoticons, edit text, etc. Clicking on "quick edit" is almost exactly like clicking on "full edit". Or, they are working on updating it and it is just temporarily unavailable.
