Having Problems with Accessing

I've verified my settings, and was able to access it yesterday as well as a couple of days ago, but now I'm wondering if all webmail is down. All other sites working. mebmail is very unstable. Sometimes it works sometime it doesn't.

.mil sites will not open ("page cannot be displayed") on both Explorer and Firefox. My privacy settings are set to allow *.mil sites.

been having multiple problems with nmci computers and personal computer for four weeks now, all Navy related.
DTS says its up on NMCI computers but no joy
DTS is up after adding to compatibility settings on explorer 11, personal computer
NROWS can't get into this site unless I'm on a NMCI computer
having print issues on all computers that require adobe some fixes work temporarily site no access from personal computer
CMSID works on NMCI computer
Owa Web-mail finally works again
Homeport works but no help on issues

I think the Obama Care website virus leaked into the Military networks.

NKO down on both Navy Network and Public, I've tried on multiple computers.
MyPay works on both until the Government shuts down.

I work for a Navy contractor and we can't get to any sites either but it works if on a base computer @ Lakehurst Naval base but not from outside. They changed something but I can't contact navair tech support because the info for it is on

Been trying to access for days now. It's always worked, using same computer I'm using now. Have 5 computers with various versions of IE or Chrome... nothing works. Does anybody know if the site is actually down before I start laborious troubleshooting efforts.
